Quebec Immigration Interview From Pakistan

Hi,
   I have applied to Quebec Immigration (Damascus Office) in Jun 2007 and received file number in Nov 2007, Please tell me the estimated time i will have to wait for my interview call from pakistan. What french level i need to show in front of visa office or tell me i must show some french test certificate e.g (TCF or TEF) or just i need to show french fluency in interview. Tell me why Quebec Immigration is slow from pakistan as compare to india even both are in same region.
