I am currently enrolled in an online college program that is accredited by Korean Ministry of Education.
I study Business management which is 2 years Technical college program.
By the time I get my diploma, I will be qualified for the area of preferred training Section B. (Business mangement DCS)
Is it wiser to apply earlier and send the diploma later just to shorten the processing time?

Another question is I am currently in Korea but will move to Quebec next January.
Should I apply to Hongkong or Quebec office? Which office will process faster?

I am afraid that you would get rejection if you file an application before complete your education.
