Quebec Applicants-CSQ question

Hi, I don't know if anyone will be able to answer my question. I am sponsoring my husband through the Damascus visa Office and I live in Quebec. I applied in October 2010 and in December I received the CSQ letter with the acceptance for my husband. Two weeks ago I contacted my local MP to ask about the status of my file because we had not received any news for a while from damasscus. She contacted Immigration canada and they told her my file is in the last step of processing, they are doing the background check. One thing she told me though is that they informed her that my husband is accepted in Quebec since june 2011 .I thought the acceptance of quebec was what i received last december?? Does anyone  know what they could mean by that?

once you received the CSQ....(your application is approved by Quebec); now the Federal (Canada Immigration) has to assess your file and issue the PR visa (it is a formality of federal govt)

ps: Quebec has more autonomy on Immigration - it selects applicants.

yes i do understand that. but we received the CSQ in december 2010. and she told me good news your husband is accepted in Quebec since june
