(Quebec) collapsing under the applications for selection certificates submitted by foreign nationals in the category of economic immigration, the Department of Immigration and Cultural Communities is compelled to suspend receipt until March 31, 2013. However, this exceptional measure does not affect the handling of cases of foreign workers who are recruited by Quebec companies to meet specific needs - and desperate - labor.
"Historically, we always get a number of immigration applications was relatively balanced with respect to our objectives determined by our annual planning and our ability to process files," said Montserrat Escola, the communications department of the Ministry of Immigration and Cultural Communities (MICC). "For three years, however, we receive a volume of applications that significantly exceed our needs and our processing capacity."
Thus, the group of foreign nationals in the category of economic immigration - that is to say, skilled workers, immigrant investors, entrepreneurs and the self - the number of applications received by the Department literally exploded. 30 000 applications in 2008, this figure rose to 65,000 in 2011, Escola said Ms. Sun.
Faced with this avalanche of requests and considerations of prudent management, the Council of Ministers, under the recommendation of the Minister of Immigration and Cultural Communities, Kathleen Weil, adopted June 27, a decree authorizing the suspension of receipt of applications for selection certificates submitted by foreign nationals in the category of economic migration for a period up to March 31, 2013.
Annual Immigration Plan
The Immigration Act allows Quebec, in effect, to the Minister to suspend the receipt of applications for selection certificates for a specified period if it determines that the number of requests for a category of foreign nationals will, significantly, higher than the estimate provided in Annual Immigration Plan or that applications will be processed in a class at the expense of other demands given the capacity and integration of Quebec.
You should know that 70% of the 51,737 immigrants to Quebec in 2011 came from the category of economic immigration, mainly from the subset of skilled workers. The other gateways permanent immigration are those of family reunification (20%), Refugees (9%) and on humanitarian grounds (1%).
Immigration Plan provides for the issue of Quebec, for the year 2012, 39 000 and 41 000 selection certificates to foreign nationals belonging to the subset of skilled workers and members of their families accompanying them . However, the MICC has received 51,111 applications for selection certificates Quebec for fiscal year 2010-2011 and 53 890 for 2011-2012.
In the case of sub-categories of immigrant investors, entrepreneurs and self-employed, the Plan provides for the issue of immigration from 9000 to 10,000 certificates. MICC has received 9,433 requests in 2010-2011 and 7454 last year for these three subcategories.
In its planning immigration levels 2012-2015, the ministry aims a relative stabilization of the volume of admissions to 50,000 people a year. He also wants to maintain an annual minimum of 65% share of economic immigrants in all admissions.
In addition, Ms. Escola was keen to reassure companies that travel the world for finding workers not found in Quebec they will not be penalized by the measure that just passed. Instead, the handling of cases of foreign workers hired by companies to fill specific needs for labor will be even more speed
Does this affect every type of application except arranged employment? I'm about to explode

I am also getting the same idea from this news. Don't know what exactly it stands for until unless it is on immigration website.
Guys, Please dont panic and dont read news articals!!! Quebec immigration has an official. Website The official website clearly states who is still ealigable to apply. The changes has been made recently and lot of occupations are still ok to apply.

hi Indian4mSA & megalomax, Pls read my below post. This notice was announced on 29th June 2012, but as confirmed by many forum members here that, there are certain exceptions under which you can still apply for qsw. Such as if your aot is falling in list of 12 pts or 16 pts, you can apply under present rules of qsw. Hope this clarifies your confusion and doubts. For more info, pls refer to previous posts of this thread. Yes reginaforquebec, There is nothing new in this news article regarding change in rules for qsw. It is the same as announcement made by them recently. Yes, there is the explanation in the news article about why this decision of suspending qsw till March 2013 is taken.

Hello Guys,
This is Vaibhav from India. I am planning to apply for Quebec Skilled worker visa from India. Some highlights of my profile.
I have 2.5 years of IT experience in .Net technologies with one of India`s leading software exporters. I am currently working on a US Telecom`s giant project. I am yet to give French A2 level certification. Apart from this I am an engineer in Information Technology from India. By the time I get a PR(if I apply) I will have 3.3 years of experience.
I want to know of how are job opportunities for IT guys in Canada? I heard that there good job options for IT people, with a salary of around 5000 - 7000 CAD per month. Please let me know about this. I am planning to file my visa through an Indian visa agency Visas Simply, which is quoting me 130000INR(2350CAD approx) + 750CAD for visa charges. Please let me know if should go ahead with my decision on not.
One more query I had. Is it necessary to get the visa application filed through a Visa agency? I mean is there any complex procedure involved in filing the application? Can I myself file the application and save the 2350CAD which the filing agency is asking for? Offcourse, they say that they will be helping me with finding jobs after my PR is approved, but then I don`t know what is the current market status there. Also, let me know that if I come under Quebec skilled visa programme to Canada, can I apply/seek for jobs in whole of Canada or Quebec only?
Probably you all guys who have went there can guide me better.

Hello friends, Its been a long time!!!!!!!!!!!!! trust evryone is doing great... by July 26th, it would av been 9months since i landed in Montreal and i wish to jsut share some of the few things i av come to know and experienced! Before i proceed i will like to state that, i got my professioanl permit as a Chemist in the month of May which allows me to use the title of a chemist and also to work as same i got a Job in my field as a Chemical Analyst( Drug research and Development) with Kabs Pharmaaceutical Services on 11th July 2012. and i ahve since resumed.CREDENTIAL EVALUATION:Majority of the jobs available will never demand credential evaluation. and the reason is not far-fetched ( these are low paying jobs that apparently does not require any special skills) But i also will like to state that there are also few very good jobs that are high paying hence they require credential evaluation Some Employers that request for this are: Government of Quebec: The government of Quebec is a huge recruiter of new immigrants afterall they selected them . and the jobs are really good with nice pecks. one does not need to b fluent in french b4 one get recruited but credential evaluation is a MUST, other conditions are: professional membership permit for those who are in a regulated profession. Moreso, there is also an examination to b administered on all applicants for the purpose of shortlisting the candidates only those who passed will then go to the interview stage. a fluent level of french is absolutely NOT required bcos the government aim is to increase the number of non french speakers in public service. but after employment, the new employee will have to get enrol for french courses for to improve their french skillsskillsThe recruitment process takes long time like 9months or even a year but then it is what it if one eventually get the job. you can follow job postings with the government of Quebec at http://www.carriere.gouv.qc.ca/

Government of MONTREAL The same conditions as with the government of Quebec applies. the only difference is that, the exam is much more tougher here. suprisingly, they pay higher than the big father (Quebec)  and the recruitement process is much more faster due to better application management since they use online application process unlike the paper based process still being used by Quebec. Job postings with the government of Montreal can b found at ville.montreal.qc.ca GENERALS Due to the law in Quebec, all job will always ask for Bilingual( FREnch-ENGLISH) but in most cases, the employer need just english speakers but the law compels them to advertise jobs as bilingual or French only.. for instance in my new job, i work only in English even though i am confortable working in both now!!! but the job posting was written in french and the requested for excellent language skills in French-English to b frank with you, some pple do quit Quebec but then nobody knows what will bcom of them when they want to bcom citizen. but as for me, i decided to stay and undertake all that needed b done to improve my chances in the quebecoise society. The government of quebec might not be perfect, but then they r really trying with immigrants with the level of support and so on. just that immigrants dont dig out this informations and they just take decision to quit. it wasent easy for me as well cos i had to do different kind of jobs ad still attending french classes evryday. It was not easy at all, but when the going gets tough, only the tough get going... i could av call it quit but with God on my side and my determination i worked at it. and after obtaing my credential evaluation and professional permit, i found out that i am now qualified to get a letter from the government and the letter simply states: the person whose name appears above is qualified for salary grant with emploi-quebec. and wat that simply means is that, the government will assist any company that hires me in paying half of my salary, my employer will only pay half. there-by reducing the salary burden on employers. i was told to attach this letter to every job application i make and that contributed in no small measure to my securing my good job. i am sharing this so that those who truly plan to stay in Quebec can know he cost of that decision and begin the process of their integration even long b4 their arrival and also to those who av landed and are not aware about some of these things, hey!!!! wake-up , there are several things going on!!!!!! i hang it here for now!! rgds
