Hi Folks, I am really sorry, if my earlier post has made you think otherwise, for those who are saddened by my previous post.... here is one great positive post I want to share with all quebec applicant... there is so much to cheer about Quebec and most importantly about its JOB MARKET... There are plenty of job opportunities in many occupations and fields in Quebec. read on the full post on this link: http://www.cicnews.com/2011/08/growing-job-market-future-quebec-081062.htmlWith a Growing Job Market, Your Future May Be In Quebec August, 2011
From now to 2015, the province of Quebec is planning to admit 50,000 new immigrations each year from over 100 countries. Individuals who are thinking of settling in Quebec will want to know about employment opportunities in the province. According to a study done by the Université de Montréal, a significant majority of immigrants selected as workers found a job that corresponds to their qualifications within five years of being admitted to Quebec. This is encouraging news as Quebec employers are requesting that the Quebec government accept more immigrants to the province to make up for the loss of Canadian workers that are retiring.
Where are the most employment opportunities in Quebec?
In general, Quebec's overall labour market is favourable, but the Montreal region in particular is known for having employment opportunities across a wide range of industries. Because of this, a majority of foreign individuals choosing to settle in Quebec live in the Montreal region.
According to the Canadian government's labour forecasts, there are several employment sectors in Montreal that will be experiencing particularly strong growth, such as information and technology sectors, health and science fields, and the tourism industry. The following are a few examples of occupations that are expected to have the highest rate of job growth within the coming years:
Information and Technology
Montreal is home to several large computer and video gaming corporations such as Electronic Arts, UbiSoft, and Softimage and the following are a few occupations are in demand for those industries:
• Information Systems Analysts and Consultants • Web Designers and Developers • Computer Network Technicians • Computer Programmers and Interactive Media Developers
Business & Finance
• Financial auditors and accountants • Professional occupations in business services to management • Bookkeepers
Health and Medical
Canada's population is quickly aging resulting in a greater demand for health services. As such, the need of individuals who work in the medical field is particularly high for the following occupations:
• Specialist Physicians • Biologists and related scientists • General Practitioners and Family Physicians • Dentists • Pharmacists • Physiotherapists • Licensed Practical Nurses
Tourism Industry
With hundreds of festivals held annually, Montreal and Quebec City welcome millions of tourists from around the world, resulting in a high demand for employees in the following occupations:
• Accommodation Service Managers • Food Service Supervisors • Cooks • Food and Beverage Servers
Occupations in Education
Montreal is home to several renowned universities and colleges, such as McGill University, the John Molson School of Business, and the Université de Montreal. As such, job opportunities in the educational field are constantly growing:
• University Professors • College and Other Vocational Instructors • Administrators – Post-secondary Education and Vocational Training
Other Occupations in High Demand
• Butchers, Meat Cutters and Fishmongers – Retail and Wholesale • Electrical Mechanics • Aircraft Assembly Inspectors • Construction Managers • Civil Engineers
A job offer from a Quebec employer is not required when applying for Canadian Permanent Residency through the Quebec Skilled Worker Program. Contrary to the Federal Skilled Worker Program, applicants in the Quebec Skilled Worker Program are not required to have work experience in a qualifying occupation. Computer programmers, engineers, accountants, and those in other occupations can all apply through this program. Dear MkShah,Thanks a million for this encouraging post. Surely, we all want to see more like this. Keep up updated. br, Ezaz

Gr8 piece of information.. But, at present I cannot afford to leave my present job in India to explore study topics in Quebec. :-) However, I already started exploring web to know how sponsorship works and other legal procedures, hopefully everything goes smooth. You're welcome I found some information that may interest you Can I apply for Permanent Resident status and temporary status (Work Permit/Study Permit/Temporary Resident Visa) at the same time? You can apply for Permanent Resident status and Temporary status at the same time. Canadian Immigration policy recognizes the concept of dual intent. Dual Intent Dual Intent refers to the concurrent processing of an application for Permanent Residence and an application for Temporary Status, therefore demonstrating the intention to both reside in Canada permanently and only temporarily, at the same time. Although this may appear contradictory at first glance, in fact it is possible. Imagine, for example, the following scenario: An individual submits an application for a Canada Immigration Visa. Before receiving the Canada Immigration Visa, the individual wishes to visit Canada for a short time and applies for a Temporary Resident Visa (TRV), or appears at the Port of Entry, if a national of a TRV (visa exempt country). This is perfectly acceptable as long as the individual intends to leave Canada at the end of the visit. The same principle applies to individuals who are in the process of applying for a Canada Immigration Visa and wish to obtain a temporary Work Permit or Study Permit. An individual whose application for Permanent Residence in Canada is pending is subject to the same requirements as others when seeking entry into Canada temporarily. The individual should therefore have a reasonable purpose for entry, be prepared to leave Canada at the end of the temporary stay and understand that if a Canada Immigration Visa is issued, he or she must leave and re-enter Canada in order to officially land as a Permanent Resident. An application for Temporary Status may be scrutinized more closely when a Permanent Resident application is under review, as there is an obvious intention to settle in Canada permanently. If the individual's ties elsewhere can be demonstrated, however, an application for Temporary Status should succeed. This information was taken from the FAQ list at the following link under "introduction to Canada" http://www.canadavisa.com/canadian-immigration-faq.htmlThis list of Frequently Asked Questions (FAQ) is very comprehensive to assists most questions that anyone may have. So based on the above I conclude you can apply for your CSQ and while it is in queue, one can temporarily move to Canada to read for a degree. Two possibilities exist. 1) If your status changed to permanent residenct while studying you will still have to leave and return to officially land as a permanent resident. when this happens you will be eligible to pay reduced tuition fees. 2) If your status does not change to permanent resident while studying at the end of your temporary study visa you will have to leave Canada. Hope this helps

@ ezaz, If u see the below tracker, for period of 17 months from Dec-2010 to March-2012, there are almost 15700 files received by only 1 BIQ-HK with average of 900 files per month. So just imagine if all BIQs across the globe have received total how many files during the same period. This number reaches to some 90000+ odd files.
This heavy flow of applications have caused a kind of "system jamming" in processing qsw applications which resulted in the increased processing times and that is also the reason why fast biq such as biq hk were taking as much as 2 months for issuing aor.
But this new rules phenomenon have caused the flow of new files to reduce drastically for BIQs. It can be very well seen from the latest numbers of received files published by quebec website. Just 40 files received for a period of 7 days which is total of all files received across the globe.
If we see the status of pending applications, Applicants from some of biq such as damascus are waiting for interview/csq from as long as 20 months now and there are more than 40000+ applications pending for processing since august 2010 for this biq. For biq hk this figure is 15000+ applications pending since Nov 2010.
So, what we can expect now is, that the main focus of all biqs will be to complete the processing of pending applications as much fast as possible. And with the current trend of new applications, biqs will have some more time for processing of pending applications.
So, It will be really good for old applicants who are waiting for their interview/csq since many months.
Dear MkShah, Thx for the detail explanation. And good luck for the 15,000 applicants of BIQ HK. For the time being, new applicants like me will have to experience the present processing time. Br, Ezaz

thank you ezaz. yes, thats the sad part for new applicants. In fact, new applicants like you have to wait till these all pending applications gets processed. Only then your turn will come, except your AOT is in priority. Good Luck buddy for waiting till your turn. Dear MkShah, Thx for the detail explanation. And good luck for the 15,000 applicants of BIQ HK. For the time being, new applicants like me will have to experience the present processing time. Br, Ezaz

Thanks MkShah.. This is very much in line with a reply that I received from HK BIQ 10 days ago, when I happened to check the status of my Nov' 2011 application:-
Your file is still undergoing analysis. Please be patient. You will receive a letter from us as soon as the following decision is made regarding: .The outcome of the preliminary review of your application Please be informed that all files are processed according to its date of reception / documents submission. Consequently, it is unnecessary to write to us before receiving our decision. It has been more than a year since the volume of applications has considerably increased and we are still experiencing delay in prescreening files deposited since November 2010. If your file cannot qualify as a priority case and that it has been deposited after Novembre 2010, you are invited to update us whenever need be of your file and be patient until we next communicate with you. You wish to know the processing time for an application for a Certificat de Sélection du Québec (CSQ-Québec Selection Certificate). Please visit our Internet site at the following address: In the "skilled worker" category: http://www.immigration-quebec.gouv.qc.ca/en/immigrate-settle/permanent-workers/official-immigration-application/immigration-application/processing-times.html Please note that processing times are determined based on a number of factors including the overall selection objectives by geographic pool and immigration category, which are defined by the MICC, the volume of applications for a Québec Selection Certificate per territory and the international context.

@ mkshah @ mkshah well thats some gud news. my BIQ office is HK. so thats gud! how long do u think it will take for me to get an AOR ? Also,i got some info which i dont know is correct or not? is it true that if for example, i got to the US for my studies and apply for immigration from the US then the processing time is much much faster? Basically, is it true that even if ur nationality is something else but ur applying from another country and u r living there temporarly then ur processing time is faster?off course depending on the processing time of that country. for examply i heard if u apply from new york it just takes 3 months??? eagerly waiting for ur reply!
