I'm a pre feb.2008 applicant in the federal skill worker category. Its a strong possibility my application will be returned and as such I'm looking to quebec as my option. My question is do I go ahead and submit an application now as their is a quota isdue or should I wait for formal rejection from cic.

Hello Jo_1501

I am sorry to hear what happened with pre Feb 2008 applicants and I empathize with you...Onward to your query

There are many factors here that you must consider before sending an application for immigration to Quebec.  Firstly is Quebec your preferred choice? or you will you be using Quebec as a backdoor to enter Canada since you applied firstly to the Federal Level?  This is a question you must honestly ask yourself and will be asked of you should you be selected for an interview by a visa officer.

Secondly, to determine if you qualify for for Quebec, you can 1) Write your credentials here, like age, education reached, status, kids/no kids, area of training etc and let one of the forum members calculate your score for you.  Or you can go here http://www.immigration-quebec.gouv.qc.ca/en/immigrate-settle/permanent-workers/epi.html to the MICC link and do the free online assessment. Or both.

Thirdly there are some important considerations you must acknowledge, for example:

- Fee increase for the Application for a Selection Certificate in the Skilled Worker subclass effective April 1, 2012

- Coming into force of the mandatory use of language proficiency tests

- Notice for individuals planning to immigrate or stay in Québec

- Notice on Internet fraud

Each of the above topics are discussed fully here http://www.immigration-quebec.gouv.qc.ca/en/immigrate-settle/permanent-workers/index.html scroll down the page to the section called "important notices."

Have you considered other Provincial Nomination Programs (PNP)?  The structure of migrating to other provinces are very similar to the Federal Level to which you applied.

The moment you answer all these initial concerns and you conclude Quebec is for you then apply

Bajan4Quebec,
Its so frustrating and feel very bad to hear that... Undecided this is not fair...I applied in 2010 and updated the BIQ with DELF A1 in 2011 and with DELF A2 in 2012..Does it mean that i will not have the french points, because i applied with zero knowledge of French??

This is peculiar...what I mean is you applied way in advance before the rules changed where it is now mandatory to show evidence of knowing the language.  Don't get me wrong I'm not stating to Lie but why didn't you state on your application that you knew some degree of French and then work towards attaining that level so when asked you can redily show as proof.  None the less, the fact that you submitted your application without claiming French and received an initial AOR means your file was opened and satisfy the initial requirements...I could only see the updates you gave them prove that you have a desire to master the language spoken there, keep your records with you and once called for an interview you can show them to claim points for adaptibility

Yes... Happiness depends on lot more things(Money, Health, Friends to Call, Good Governance, Friends, Family, Free from Anxiety.....) That's why the ranking is like that. Smiley

Experts, I badly need your opinion.

Good morning!

I had submitted my application for CSQ on the 24th of March 2012 --- received and stamped by the BIQ HK on the 26th of March 2012.

On my application, I selected NO on the "Have you ever applied for Permanent Residence in Canada except Quebec" though I have had applied for the FSW category on JULY 2010. I got my E-CAS number but then I have had my application withdrawn.

My question is that:

1. Should I have had selected YES on the "Have you ever applied for Permanent Residence in Canada except Quebec" or I did have the correct choice of selecting "NO" though I have had received my E-CAS under FSW and have it withdrawn?

if YES should be my choice:

1a. When is the best time for me to update BIQ HK as for the reason that I haven't declared on my application form specifically on the Application Selection Certificate (A-0520-AA) that I had applied on the FSW category last July 2010 and that I had withdrawn my application.

1b. Should I wait for my AOR first before I update them or it'll be a lot better to update them as soon as possible?

1c. I already withdrawn my application. What should I select on the choices? Accepted? Denied? Waiting for Decision?

2. Would this deviation on my application cause vital effect on my CSQ application?

Thank you in advance!
