Qualification and Timescales

I am a SW Engineer with MS in Comp. Sci from US presently in India. I am working as a Project Manager for more than a year now.
1. Can those people apply, who do not fit completely in one of the 38 Ministerial job list codes but does fall under Skill Type A of NOC?
2. If a fresh application is sent now from India, what is the
expected
time frame for the entire process?
Any information would be appreciated.
P.S. I am still going through the forum to find similar topics, but kind of needed this info before anything else.

No, unless you got arranged employment (Category 2) or you have lived in Canada for over a year (Category 3). Category 1 FSW applicants MUST fall in to one of the 38 occupations.
