QORAX-what do you comment? Waiting after PPR is the most PAINFUL, 10 months

Dear Qorax,

First of all, let me express my appreciation to your valuable help in this forum. Please keep up your good work.
On june 2, 2011, i asked your advice on my delayed(MED + PPTs sent to VO on 25th Sep) case.
This was your fact-based reply  

1. The pps will not be stamped until the Security Clearances r recd.
2. It also won't be if the meds haven't been 'seconded' by Ottawa.
3. Given that unusual delay - the culprit, most likely, is the Security Checks.
4. Meds+Pps request together is not the same as a PPR after meds.
5. In conjoined Meds+Pps - our b/ground checks aren't over [mostly].
6. While in a PPR after meds - our b/gchecks have been completed.
7. CHC-ND invariably asks for Meds+Pps together [Tokyo did the same in your case].
8. The yr-2009 was the only time when ND worked superfast to close such cases... not now.
9. Tokyo probably followed the same example/path.
10. This is not a cry-wolf situation -- Tokyo must have a rock-solid reason to keep the OP's case in abeyance.

1-the possibility of having visa before Med validation date.
2-My caips note seems ok. what could be the reason for the delay?
3-Is my background check over?

1. No one can definitely predict that.
2. Security clearances. With certain applicants it takes deliberate efforts - longer duration.
3. Yes... but the security isn't.
4. No... our CAIPS only depicts the codes. In some cases there could be addnl notes by the VO -- but they won't be specific.

What should I do?
The only thing available to u is to send sporadic email queries... some won't be answered - while some could elicit some response... And 'prayers' -- they have immense power!
