Dear Qorax/Seniors,
We notice that some files are retained in Buffalo and a few are transferred to other VOs in USA.
Is it done because Buffalo VO being the Regional Immigration Program Centre is always overwhelmed with applications and a few files are transferred to other VOs for faster processing?
OR
Files are transferred to other VOs corressponding with location of the applicant?
OR
Does it indicate different levels of background/security checks required? If yes, what are these?
Kindly share your knowledge and experience.

File transfers are always a done by VO (as you already know) in accordance with the rules of "Program Integrity" of CIC. It is always the perogative of the VO to transfer files if the particular VO is
1) overwhelmed with excessive applications to process
2) if the backgroundgroud checks , including reference checks can be done proactively in the applicant's home country.
3) if there is any administrative erorr on the part of CIO/CHC. In this case the applicant is intimated.
In my opinion, the background checks, if transferred to home country, becomes more intense and subjected to enhanced scrutiny. Although not all case might be subjected to such intense verifications, as many files might be transferred for sheer logistic reasons like faster processing.
I do not know what extra measures might be adopted by CIC to conduct security checks except for the fact that agents might be sent to work places and local police stations for investigation.
