Qorax & others-Asked for Certified/Original Certificates - Convocation not held

Dear all,

My VO/IO asked for my Certified/Original Certificate and Transcripts of my Last Degree.

I did provide the CHC in Singapore with my Original Provisional Certificate and Transcript with my full docs but now my status is IN PROCESS, and they have asked for it once again. As my convocation is due to be held in coming months, as per the rule of the university, they dont issue the original/Final certi prior to it. My university has however issued me a Concerning letter writing this issue. I am giving this letter with reissued Provisional Certi and Transcript. I am now gonna send these to the VO/IO. 

Everyone please shed your views. Will this work? What else I can do, I didnt make the University nor the rules. I think no university in this world issues the main/final/original certificate prior to Convocation.

Write the same (as u posted here) to your VO. This is totally acceptable. U don't have anything to worry.

I think qorax is right pls mention after convocation immediately you will send the originals and request for an extension of time limit.

Except as the degree has not been awarded, I think the VO is going to discount it.

Sometimes Convocation comes WEEKS OR MONTHS after you have completed all course work and marks are in.  I would hope that an explanation of the timeline of WHEN the course was finished AND the letter from the institution attesting to the applicant's completion should be sufficient.  Any chance you have a copy of the course calendar indicating completion and convocation date as further back up?

On reading PMM's response I suddenly thought.....wouldn't your course work have to be COMPLETE as of the Lock-In date when you applied to CIO in order for them to consider the degree in the first place.  Does it still pass that test?

Chancellor of the university has not attended any convocation in the country for the last 10 or so months so our convocation is hanging for 10+ months now. Recently Mr Chancellor has started attending convocations and ours will be taking place at anytime of the coming months. The concerning letter issued by our uni's registrar that I have attached with my Certi now clearly says that It is the University rule that no main certi is issued before convocation is held and the student has completed all the requirements for his degree and he has been given a Provisonal pass certificate to use it everywhere until the convocation is held and given the main certi.

I hope VO/IO should understand it.

Was the degree completed before you applied though?

Yes
The degree was completed 3 months before I applied to CIO in January 2010.

Follow Qorax's advice and go for it with a clear cover letter of the facts.  Three months lead time before application makes it clear you had your qualifications in place.  Good luck!!

I am amazed to see that the IO/VO could call my Uni or even the Education Ministry or even the Chancellor to check with the rule.
instead , he/she has tried to harass me. I am thinking to write a formal complain letter to Canadian Minister about this once my application gets approved. These IO/VO's should be punished for their ill acts.

Hi experts / seniors

Is submission of the Provisional Certificate not sufficient? I think it clearly states that you have completed / Passed the Examination
in that certificate.
So, Convocation Certificate should be only an option - not compulsory - for submission. 

Please clarify whether my thinking is right.
