I landed as a new immigrant in Oct.'11 but had to return to India in nov. '11.
 My PR card has not arrived yet  at my friend's address in canada. I am planning to go to US on my visitor visa
this month ( jan'12) and cross the border into canada by road using my copy of COPR.

1.I wish to avoid driving even though I have a US DL.
Is it possible to use a local cab at the border ( niagra ) to drive me into canada?

2. If I face problems entering canada on my COPR copy, can I get a travel document in buffalo?

If you will do search, there is ton of info on this topic. Also try Google.

As per my knowledge you can enter with COPR and Passport (with visa) into Canada, if you are on a Personal Car/or Rented.... As for Cab driver's taking you, I ve read that they are apprehensive. As a friend or family to move you across.

Yes, u can.
The border cabs do it all the time. No issues. He might ask u for an addnl 'wait-pd' charge though while u complete ur 'Record of Landing' @ the Rainbow Bridge.
