I enquired about my file, im a feb 2008 applicant and this was teh response i received. I am lost as to what this means for my application, does this mean i wont be receiving medical documents this year. help me please im frustrated.

Immigration Canada is working to closely manage arrivals in Canada, so that we meet the immigration levels plan set by the government last fall for 2011. Since we have an extensive inventory of applications than room within the immigration plan for admissions to Canada, we are not in a position to finalise your application at this time.
