I have a friend (TFW) and he wants to marry his girlfriend also a TFW.
The question is:

Are they legally allowed to get married here?

why not?as long as they are both single and opposite sex.i dont know about same sex marriage here if they r of the same sex.

Yes, they are allowed to get married in Canada.   I have a TFW couple friends who were planning on getting married in Canada and I asked for them what they would need to provide and I think it was only birth certificates, ID (passport for example) and if one of them was married before they would need divorce papers or death certificate if the first spouse had died.
