Hi,

What are the requirements of Provisional Nominee what are the requirements ?

It is provincial nominee because they are nominated by a province.  The requirements depend on the provincial nominee program and immigration class you are applying under.  See more info on CIC website here: http://www.cic.gc.ca/english/immigrate/provincial/index.asp
