I don't know how much money you have but you used to be able to get away with investing as little as $150,000 in some provinces. More of them are asking for something like 250. Still a lot less than the federal program. You would have to have business experience and a business plan as well. Your PR may be conditional on running a business in that province for a couple of years.
Getting a job offer is the other option. Yes, it will probably be hard. Are you young enough for a working holiday visa? It would get you a one year open work permit you could use to find a job and get it changed to a regular extendable work permit later and get sponsored through the employer if you are lucky. It has to be a skilled job though. If you were to get a job in construction like a house painter, that is a skilled job. Being a cleaner is not a skilled job unless you are a manager.
Do you have a spouse? If yes, would the spouse have an easier time getting a job offer or maybe want to study? If your spouse is a worker with a skilled job or a student, you get an open work permit too.
