which province need very low investment for business class immigration.

New Brunswick has no lower limit for investment. They look at your business plan individually before they approve. Other provinces are asking you to invest 150,000 to 200,000 and you may have to prove that you have a lot more money than that because obviously you have to have funds to support yourself while your business is taking off.
