Agreed with Boncuk,

In my case, I have sent all police checks and medical forms to CPC Mississauga right at the beginning except for the australian police check that the Singapore office told us that we could sent later to them (once CPC Mississauga approves the sponsor at phase 1).

So I would say that if you have the check forms already, you should send them to CPC Mississauga then everything will be attachhed to your file already. You won't have to bother about sending the police checks by themselves to Singapore and worry if they get to your file correctly.

If you don't  have your police checks yet, and you are only waiting on them to send out your application, yes, you can send your application to CPC Mississauga first and delay sending the clearance checks. But this is the only reason I would suggest doing so.
