I am applying for Quebec Immigration and I think, to qualify I need to show that I have Higher Beginner level knowledge of French.
So, do I need to get a certificate by giving an exam or can I enroll in a school and send the proof of enrollment with my application and later after 3-4 months can send the certificate issued by the school that I have Higher Beginner level knowledge of French and showing my continued dedication towrds learning.
Can I do this way or my application will be rejected with above approach.
The lawyer is asking 2650 for the paperwork, so I think I am gonna all the paperwork myself.
Also I am a student in USA, so I already have GRE and TOEFL scores, but the scores are from 2005. So, do I need to give TOFEL or IELTS again. Currently I am working on OPT.
Please let me know.

Thanks
Sumit
