I'm expecting to have my application submitted at the beginning of August - is there an average processing time for the CEC?

The CIC website says 15months, does that include receipt of your residency (if you're approved)? Also, if you're approved do you receive a letter stating so and then your card is mailed later on..?

Processing times are based on historical data.   They are not good predictors of the future, particularly when CIC is forced to close the main processing centre (Buffalo) and cut hundreds of staff....  No one knows what the processing time for future applications is likely to be...
