Processing Times Difference in Recent Times

Hello from the website my local VO has a difference in processing times:
51 months in one case versus 14 months in the other. The distinguishing fact is if the application was received prior to February 27, 2008.
What is so special about this date and why should newer applications take faster to process than ones received before? I was informed in the official email I got that there were queues, but this new processing time difference which is drastic (more than 3 year difference) would make me assume they are just by-passing the older applications and dealing with the newer ones first.
For me my case falls in the former and only barely as my application was received January 14th 2008.

There's no logic behind it. They also did the same for pre 26 June once post 26 June was introduced. I assume also the same will happen to post June 26 once the new rules made available next June.
You might need to think of filing a parallel app if feasible fr you.

It then becomes an commercial event for them rather than one of processing.
It is not feasible for me to apply again.
