Processing Time (Nairobi office)

I received a letter from cic Nairobi indicating that my dependents application will take 22 months. Does it mean that they will not start processing the application until 22 months have elapsed or processing will be completed in 22 months.

The other thing that is weird is that the letter was sent to me in Canada instead of my dependents address.

Could somebody please clarify for me. Thanks
