Processing time depends on NOC

Dear all, as there are quotas of every NOC at visa offices, is it true that processing time depends on NOC?
means if i apply in a NOC that already has many applicants, it might take more time to process.

No there is no quota based on NOC, only on numbers of visas issued at each office.
