Processing time and notification time

Hi all

I am kind of confused, why do some people whom applied under the new scheme get processed much faster than those who applied under the old scheme of FSW.

At the same time,  why do some applicants in some areas get processed much faster in NS and receive their notification for 2nd stage faster than others?

Also, is there different time processing for people in the same country of processing but from different nationalities. Eg: Those who applied in Singapore but some non Local Singaporeans  and Local Singaporeans. Seems like the processing time is also different.
