Does the processing speed has any connection with NOC or it depends on the visa office?

In addition, I think the complexity of the application has a bearing on the length of processing time.  If you have numerous jobs or PCCs, complex travel history, etc. that will all take longer to check out.  And then there are the REAL variables like how many times the files are accidentally knocked off the desk and reorganized! LOL
