Hi
Does anyone know if the processing/application fee can be refunded if the visa office have not started processing the file? I sent my application of last March, with the applicable fees, but nothing has been started yet...

I don't know - but it would probably not be an easy thing.  By the time you make your case, they will probably start working on it.

If you withdraw your application prior to the processing, you will get the fee back .

With SAP yes it is confirmed that you can get refund but I am not sure about old applicants.
