Process time after BC PNP

Hi, If I just got my work permit as a Skilled Worker (civil engineer) under NAFTA agreement -I'm mexican;

1. How long should I wait to apply for the BC PNP?
2. And after I get the BC PNP, what's the process time to get the PR?
3. To which office should I apply for the BC PNP and later on for the PR?


By the way, I'm inside Canada.
