Process on Application for Permanent Residence under Provincial Nominee

My Saskatchewan immigrant nominee program has been approved June 2011, i was able to file temporary work permit, can i process my application for permanent residence under provincial nominee simultaneously while waiting for the approval of my TWP?  I am a Filipino, where will i submit my documents for Permanent Residence under provincial nominee application? I am on my 10 months stay here at Canada, where will i get a police certificate - at Canada or Philippines? Or both?

hi buddy.. I also have same concern. I had my medical test last month and currently waiting for my working visa approval and I am planning to lodge my PR application before I leave for canada, but I was wondering where I am going to submit my application. I am under SINP - skilled worker category and I got my nomination last may 2011. I am also a Filipino and currently living here in the Philippines.
