procedure for re-aplication for permanent residence

     im applying for permanent residence here in philipines. my visa has been approve but because of additional dependent(baby) they hold my visa and already expire last april22. my documents are still in CIC. and its already 2monts past and i did not receive any notice on what will i do next. pls advice on what to do.... and  can any body here xplain the process for re application. ,,,,thanks....
