Probable Buffalo Delay reasons

I remember reading in this forum earlier that Buffalo office delayed processing, when the rules of immigration changed the last time in 2008. Could that be a reason for the current delay?

Also, I could see that October is the month of Audits for Canadian Missions abroad, could there be one in Buffalo now?

Or is it just mere, too much intake of applications in the office?
