My  husband and I are still debating on who will be the primary applicant in our application.

We are  both US citizens

I have a 4 year bachelor degree in biology plus 12 years of schooling
however, I was educated in the Philippines. from elementary till college.
I also have 7 years of work experience in eduction here in th US

My Husband has a 2 year associate degree in graphic design from a college in miami, florida
and he is currently in his junior year in college about to get his bachelors degree in web design.
He has 12 years of graphic design work experience.

We both have excellent reading, writing  and speaking skills in english.
We have no family in canada
and we currenly do not have a job offer.

1) do we have enough credentials and points to qualify to immigrate to canada
2) who should be the primary applicant in our situation?

please advise.

You (the wife) should be the primary applicant because your husband doesn't yet have a bachelor's degree.

Beyond that, it all really comes down to your English reading/writing/listening/speaking ability.  For that, you'll need to take the IELTS.

You probably already know that your chances will be better after your husband completes his bachelor's degree.

I woul also like to add that once he gets his bachelor degree, it will add more valuable points

Just analyse as per the criteria set by the immigration office. The one getting more score should be the principal applicant to save the refusal chances. In your case based on the education your wife seems more suitable as a principal applicant.
