Previously applied for any canadian visas?Help required

My current scenario is, i had applied for Permanent Resident Visa in 2004-5 but after 1 and a half year, received reply from them that you have to apply through our new process (as there process changed), now my question is, what should i write in a column asking
"have you ever previously applied for any canadian visas?" Yes or No, If my answer is yes, what should i tell them.
I am applying for a Visit Visa and stuck out here...!!!
