what happens to them?does it mean relevant applicants b4 dis timewill also be given priority?if yes,what happens to post feb 28 applicants

As far as I know, there's no priority given to applications submitted prior to Feb 2008. The process is as it's scheduled on the CIC website; it's different from office to office.
