I will start my master degree in sep 2011.  I believe, once completed I can work in canada and apply for a PR.
1. Do I need to complete my master degree, get a job and then apply for a PR?
2. How long it takes to get a PR under Experience category?
3.  I will study in University of Alberta, can I apply for PR in another town?

Any useful information related to this issue is appreciated.

You can find out everything about Canadian experience class and other immigration classes here: http://www.cic.gc.ca/english/immigrate/index.asp

You can also look into applying through the provincial nominee program in Alberta.
