Pr or study visa?

Hi,

I am a canadian citizen and my wife is american. My wife has sole custody of her grandson.

I was told by the Cic call center not to include him on the PR app since my wife has not adopted him yet. I was advised to apply for a study visa for him in the meantime that we adopt him.

Yesterday i was filling out the pr app for my wife and it says to include all dependent children wether they will come to canada with you or not.

Should i includr hin on the pr app and pay the fee for him as well on top of applying for a study visa?
