Is it possible to have PR of Quebec and authorised to work in any province e.g.Ontario?

There is no PR of Quebec.  There is only PR of Canada.

The only catch here is that if you apply through any provincial nominee program, including Quebec, you are making a statement that you are planning on settling in this province.  This must at the very least be true when you land.  If you get PR through Quebec skilled worker and right away move to another province, it will be obvious that when you landed, you did not intend to settle in Quebec and therefore you lied about your intentions and this can cause a loss of your PR.  If you however live in Quebec for at least a few months and then move, it will not be possible for anybody to prove that it was not your intention to settle in Quebec at the time you landed.  You can just say that things did not work out for you there.
