There have been a couple of people on this forum who were given a TRP to bring their children to Canada for sponsorship. As far as I know, they were not in the USA. You can ask your embassy but note that what also plays a part in your situation is that you did not establish roots in Canada as you were only there for 4 months some years ago and that may have been why they refused you a TRP before and why they might refuse you again.
