He is able to apply for his SIN card without his PR card.  He will need his passport and COPR.  I know of many persons who applied for their SIN the same day as landing or within a few days.  The PR card is not necessary for this.  


When he landed the officer told him he could not apply until he had the card, that the COPR was not valid for the SIN! Looks like we will head to Canada Place next week to see!

He also needs to bring his passport to show the voided VISA.

He was out of status, so his visa was expired. The visa is still in his possession, but not voided, just expired. His old passport was also expired and was renewed. So is it still possible to apply for the SIN? Would have been nice if the OWP had come through before the PR, I guess, but they started processing it the next working day after he landed, so he never got on...

Edit: From the Service Canada website....

Permanent residents

Permanent Resident Card issued by Citizenship and Immigration Canada. This is the only acceptable document if your claim was processed in Canada.

Confirmation of Permanent Residence AND visa counterfoil affixed to a foreign passport or a travel document

Record of Landing issued before June 28, 2002.

As we applied inland, this means my husband has to wait.... Sad



Yes it is different for inland and outland applicants. If you did not have a temporary SIN before landing then you have to wait until after getting your PR card in the mail before being able to get a permanent SIN. Inland applicants need to have PR card and COPR for a SIN since they don't get a visa stamp that outland applicants get. And yes some local CIC offices do put a stamp in your passport upon landing but it is not the same one received by outland applicants. Outland applicants can get a SIN as soon as they like after landing as long as they have passport with voided visa stamp in it and COPR. If inland applicants want to work after landing and not have to wait until after getting the PR card to get a SIN then they needed to have either already had a valid one or gotten an OWP, took that with them to get a temporary SIN and work on the temporary SIN until they can get a permanent one with their PR card. Please be aware this is for the inland applicants and NOT outland.

My brother just emailed me to say that my wife's PR card had arrived.  She landed on July 14, and the card arrived around September 30. I can't be more precise because my brother was away from the house for a few days. So, I calculate that the card took about 55 business days.

Not complaining: we might have had to return to Canada (we're in China right now) just to present new photos if Sydney had refused the ones we submitted!!   

So, no bureaucratic hoops to jump through for five years!!  I did not realize how carefree life was before I got caught in the web of international bureaucracy.

So when my hubby landed August 12, we were told 4-6 weeks for the PR card. Friday was 6 weeks, so he called CIC to see where it was. They said, without even asking for his client ID, that it could come next week but that procedures have changed and "he shouldn't expect it until October 21, or after 48 business days".

This sucks! I just had a baby a month ago so it's wonderful he is home to help, but maternity EI doesn't pay much (when it finally shows up...) and he was looking forward to finally being able to work! Looks like our baby's SIN card will arrive before he can even apply for his!

He applied for the OWP as soon as he received AIP in June, sent it in by registered mail as it was the beginning of the postal strike. We did not apply for it with the initial app as he was out of status and we were advised not to. However, he landed Friday, August 12 without ever receiving the OWP. On Monday, August 15 he called CIC to request a refund for the OWP and they told him they had only started processing it on that day (the 15th). They also said it would take up to 6 months to receive the refund! Fortunately it only took about a month for the refund.

Just call them! They shouldn't even have processed it before you got PR if it was a month later....

You should have already received the card. Did you call CIC call center to make sure that they have all the information they needed.

Glad you're reading carefully. I must cut down on the red wine I'm drinking.   

Sept 30 is wrong; the number of days to arrive is correct, plus or minus a few days -- oh heck forget I mentioned it.
