PR Application

Hello,
Please kindly help me on the way forward. I have two of my junior brothers I left behind at Africa. Since we lost our parents some years ago, I have been their guardian over the years sponsoring them in their education. One is 26 years old and the second is 16 this year. Now I want to bring them to Canada and I give them the best education as I have promised my parents before they passed away. The senior boy who is 26 years old and a Bsc holder can actually apply for PR because he has been working with one of the local companies as their Operations Manager in the past 4 years.
But the challenge in his application is that the company where is working pays their staff salary by cash in an envelope right at the companies premises. Their monthly salary does not pass through their bank account. This is part of the companies policy. Don't forget this is a third world country.
Though he has enough fund in his bank account from his savings in the past four years. He has statements of account for this years.
But the company name did not appear in all his account statement to show that he has been working with this company and been receiving salary as a prove that he is qualify to apply under skilled/experienced class. This is because the said company does not pay them salary through the bank, but by cash right at the account department. Most local private own companies in Africa pays their workers this way.
My questions are as follow:
1. Is there any other CIC accepted legal document to solve this problem for this guy to submit his application asap?
2. As for the boy who is 16 years old this year, Can I adopt him as a PR holder in Alberta?
