In my student visa application, do I have to mention in the form that I had applied for PR and it was returned since the cap was filled ? Is this considered as refusal & hence I need to answer the question,'' if I have ever been refused under any category'' as Yes ?

Please help !

there should be a space where it asks you if you have ever applied for a Canadian Visa and if you ever applied and got refused. tick there. you were not refused, returning due to the cap filled was not a refusal.

Your application was not even considered therefore cannot qualify as a refusal

There is a question in the form ; 'have you ever applied for a canadian visa ( Temporary, permanent )'' - Do I need to answer YES and give details in the space provided?
Or
Can I choose No & forget about giving any explanation ?

I suppose it is the first but wanted to also get your opinion please.

I would advise that you respond to all the questions you are asked as honestly as possible. I have applied for visiting visa to Canada twice and have been refused twice when i filled out my application i responded tot the question giving details about the date and reasons for refusal i was given.
