PR application rejected

Hi
My application for PR was rejected as I had applied in the old NOC list of Software Programmer NOC.
I had sent the 550 CD fees. Do I get my application fees refunded back?
If yes, what is the process to get the refund?

Did they reject from CIO, NS? If yes, they will refund. wats ur NoC?
