Sponsor Approved and application has been transfer to buffalo

Question
1. Can I apply for a Work permit for my wife while her Permanent Resident Application is in Process
2. She has no job offer yet but will they issue her a work permit

1.  Only with an approved LMO from an employer.

this sound funny, i think after the first stage of approval
she can get work permit with LMO approval from no employer.

In confused

Open work permit after first stage of approval only applies to inland applications.  Anybody can apply for closed work permit with LMO.
