Healthcare coverage for child while certificate of citizenship is in process

My 4 year old daughter was born in US, I'm a US citizen, and her father is a first generation Canadian citizen. My husband is currently working in Canada and my daughter and I will be going there on June 2nd. Since she has a US passport she can stay in Canada up to 6 months but my question is can we apply for a temporary Canadian passport for her so she can obtain healthcare coverage and child care benefits while the certificate of citizenship is still in process? (we sent in paperworks for certificate of citizenship today)

If we cannot obtain a temporary healthcare, then maybe we will purchase a traveller medical insurance in canada (sunlife?) before we go to Canada just to be prepare for any emergency.

No, you can't apply for a temporary Canadian passport. That option is only available for children under the age of 2.

I believe you can only use these documents to register for healthcare if she doesn't have a Canadian passport:
- Canadian Certificate of Registration of Birth Abroad
- Certificate of Canadian Citizenship or Certificate of Naturalization (paper document or card, not commemorative issue)

What province are you moving to? If Ontario, she'll have a 3 month waiting period anyways before getting healthcare so there is time to wait.
If Alberta even visitors can get coverage as long as they are family members of Alberta residents.

Also I believe if she incurs any medical expenses while unable to register for healthcare, if you appeal later on that she should have been eligible the province can retroactively reimburse you the costs..Though I image there may be lots of red tape to do this.

i was in the same situation when my son was born in the US
I'm a Canadian citizen so i submitted his citizenship certificate and the application process took about 2 years for us.
Unfortunately i didn't apply for a Canadian passport for my son when he was born so that made the whole situation much worse.
I had to wait until we received the citizenship certificate then i was able to apply for health card
