Yes it is being processed outside of Canada.  The approval to date though only relates to the in-Canada part of the process....approving her as an eligible sponsor.  The next stage will take 4-9 months on average.

I have read on here though that the outside Canada applications, on average, are processed faster.

However, you do have the benefit of being with your wife.
