Thank you all for your inputs, looks like not an easy task when you have no one in Mexico to do it for you and you can't go there either. Obviously I have to find someone to do it.

Newyorker...you will need  " Constancia de Antecedentes Registrales "  you can email them and ask all your question at the following address. They will reply to you in one or two days.

The following information is in Spanish....

REQUISITOS.

Tres juegos de huellas decadactilares, en original. (Para personas que residen en el extranjero).

Carta expedida por la Embajada, Consulado o Dependencia de Gobierno, dirigida al Licenciado Mario Alberto Arzave Trujillo, Director General de Control de Procesos Penales Federales, solicitando la expedición de la Constancia de Antecedentes Regístrales.

Identificación oficial vigente, credencial de elector o pasaporte.  (En caso de ser extranjero presentar pasaporte oficial vigente).

Comprobante de domicilio reciente a nombre del interesado, o de algún familiar cercano (padres, hermanos, tíos, etc.). “Máximo de dos meses” (luz, agua, teléfono, banco, predial).

Si el comprobante de domicilio está a nombre del cónyuge, presentar acta de matrimonio.

Si el comprobante está a nombre del arrendador, presentar contrato de arrendamiento.

Si el comprobante está en otro idioma, deberá presentarse traducido al idioma español por un perito certificado en la materia.

Cartilla del Servicio Nacional Militar, puede ser liberada o no. (Únicamente para varones mexicanos).

Forma migratoria FM-2 ó FM-3.  (Únicamente para extranjeros).

Acta de nacimiento (expedida en el año en curso), en caso de ser extranjero naturalizado, presentar carta de naturalización.

Clave Única de Registro de Población (CURP). (Únicamente para mexicanos).

2 Fotografías a color sin retoque, tamaño filiación, 1 de frente y 1 de perfil derecho (sin maquillaje, sin aretes, sin lentes, sin barba, sin bigote, sin patillas, ni cabello sobre la cara, es decir, con el rostro descubierto).
Para personas que residan en el extranjero, pueden presentar fotografías tamaño pasaporte (lo más cercano a la cara).

Comprobante de pago ante la Secretaría de Hacienda y Crédito Público, Efectuar el pago de derechos por la cantidad de $105.00 pesos, ante cualquier sucursal bancaria de este país, mediante la forma fiscal SAT-5, con los siguientes datos: nombre del interesado; descripción del concepto, por expedición de constancia de antecedentes regístrales; siglas: PGR; nombre: Procuraduría General de la República; clave: 400115.

PRESENTAR TODOS LOS DOCUMENTOS EN ORIGINAL Y COPIA FOTOSTÁTICA LEGIBLE.

(La carta expedida por la Embajada, Consulado o Dependencia de Gobierno, será el único original que NO le será devuelto)

“IMPORTANTE”

El interesado deberá ser mayor de edad.

El tiempo para la expedición de la constancia es de 10 días hábiles.

La constancia tiene una vigencia de 15 días naturales a partir de la fecha de expedición.

Bajo ninguna circunstancia expedimos constancias urgentes, ni en menor tiempo del estipulado.

En caso de no ser el interesado quien tramite o recoja la constancia, deberá realizarlo a través de una persona de su confianza, otorgándole carta poder simple en original, con firmas originales, anexando copia fotostática simple y legible por ambos lados de las identificaciones oficiales vigentes del otorgante, aceptante y dos testigos, a fin de cotejar las firmas. De no ser así, no se entregará la constancia.

El interesado o persona de su confianza deberá acudir a: Av. Insurgentes Sur No. 235, 4º piso, entre Colima y Tabasco, Colonia Roma Norte, Delegación Cuauhtémoc, C.P. 06700, México, D.F.

El horario de atención al público es de lunes a viernes, de 09:00 a 15:00 y de 18:00 a 20:00 hrs. tiempo de la Ciudad de México.

Wow,
 Looks like a laundry list of pre-requisites, so they need 3 sets of fingerprints, this is lot!! I am not sure how will I bring all these, I have birth cert, can get fingerprints, passports, photos and their fee, that is all I have - I do not have anything else for my spouse. Electric Bill, etc, I do not have it on her name..

Good grief, can they make it any more difficult?

Also send the originals ?? Passport? I don;t think so.

I think you can send your electric bill with their translation with the marriage license. (also translated)

A certified copy of your passport and a certified translation of your marriage license will be enough. Maybe you can contact the nearest Mexican Consulate and ask them to help you with this matter; still you need to contact them because you need a letter from the Mexican Consulate in the States to apply. Do you know anybody in Mexico?  I hope you still have friends over there...  To pay the fee you will need a special format to pay on the bank. You can only get that one there... It is a real hassle. I'm in Canada and I have to go to the same process as you. I'm still waiting for the Canadian Consulate to ask for it. Mexican Police Certificate is only valid for 15 days.
Like I said before, it is better for you to e-mail them to get the right answers.

cchabert is right....you need everything translated.

I live in Mexico and I don´t have the CURP either. I sent an email to the PGR asking about it, no answer yet.
