Hello,
My wife was in Canada from May-December last year on a study visa. Due to a number of reasons, she went back home to California at the end of December.
Because she was in Canada for more than 6 months, does she need to get a police clearance from here? I'm not sure if it qualifies as "living" in Canada, as she was only a temporary resident here and her permanent residence was still in California. If so, how would we go about getting her clearance from here? Does she just mail her fingerprints to CSIS or wherever does the background check?

No, if a criminal records check is required, CIC/CHC will request it from her. The instructions are here:
http://www.cic.gc.ca/english/information/security/police-cert/north-america/canada.asp Don't forget she will also require an FBI report as a well state police certificate from every state where she has resided for 6 months or more since turning 18.
