Hello,

Does anyone know if I need a Police Clearance if I studied in Montreal for 3 years? I haven't had any problems with the law while being there.

From what I read the RCMP takes a long time to process fingerprints on paper (3-4months?), and digital scanning isn't available in my country. So this would greatly delay my immigration process. Any ideas?

No you don't need police reports if you have studied in canada.

But the visa office may ask for RCMP fingerprints if your name matches a blacklist database on their system.

Whats there to be relieved? finger print is more pain in the ass than police clearance, where police clearance is issued the same day if someone go and apply on your behalf and finger printing can take months.
