Police Clearance in applying for PR

My cousin is on temporary work permit (Skilled Worker) under NOC 6212.  He applied for AINP in alberta and was approved already.  Next step for him is to apply for permanent residency.  His question:
1.  In getting a police clearance, which place is he going to get it from? In the Philippines, Dubai (as he worked in dubai for about 8 years before going to Canada) or in Edmonton, Alberta, Canada?  Can he get only one? either from the Philippines or Dubai or in Canada?

He needs one from every country where he has lived for 6 months since turning 18.  He doesn't need one for Canada unless CHC requests it.
