Print out every piece of communication he has showing that he took steps to try to obtain the police record and was advised it is not possible at this time.  Get it in writing, from the embassy/consulate/authority he dealt with to try to obtain it.

Sometimes, provided you can show you made every reasonable effort to obtain the record, they are willing to accept that there was nothing more you could do.

Try for an email from the consulate/embassy for that country in your husband's home country.  Anything in writing that supports his letter of explanation will make it stronger.  You can only try, they can only tell you no.  Once they do that, CIC has more than your husband's word for it that he did everything he could do.  I'm not saying, given the situation in the country, that they won't take his word for it, I'm just saying the more he has to show he did try, the better.

Tina, do you realize, that from certain countries you should NOT send any police clearance on your own, but only if requested? I couldn´t find it the particular information on the cic website right now, so I´m referreing to another post from this forum:

While reading the Immigrant's Sponsorship guide Part II, Page 6 under Security Requirements, it says ..FOR THE FOLLOWING COUNTRIES, POLICE CERTIFICATES SHOULD NOT BE OBTAINED BEFORE APPLYING FOR IMMIGRATION. YOU MAY RECEIVE SPECIAL INSTRUCTIONS AT A LATER DATE ABOUT POLICE CERTIFICATES FOR THESE COUNTRIES: Afghanistan, Honduras, Thailand, Costa Rica, Hong Kong, Ukraine, Fiji, Poland, United Kingdom, French Polynesia, Singapore, Venezuela.

So I´m not sure if your husband is in this category, just wanted to give that info.
