The second link is very specific, it is the CIC website.

The link below will save you a click.

This is the link for the Association of Chief Police Officers website to apply for Police certs.
The application form and instructions to fill in the form are self-explanatory.
http://www.acpo.police.uk/NationalPolicing/ACROCriminalRecordsOffice/PoliceCertificates.aspx
My advice from experience, is to not use ordinary mail for return of your PCC.  I used standard international mail and it never reached me and had to request an additional copy after 3 weeks past since they dispatched the cert.  and requested them to courier it.  It is more expensive but at least you can track it.

It is one of the most easiest to get. And came back (we opted for Mail with tracking) in 15 days. Opt for URGENT. Costs more but is worth it if you are short of time. And off course courier is always preferred method.

If you download the application form it contains the instructions, follow them.
They provide a phone number that you can call for any questions that are specific to your case.

based on the fact that the application form asks whether the applicant has lived in Scotland and to provide addresses in Scotland, I think ACPO does cover scotland.  Check out the application form on the website, it has all the info. u require.
