I applied for police clearance on 12th May 2011; however I did not receive it till late July so I sent my application.

Now I have got the police clearance; it reads as "No adverse record from birth till 12/05/2011" and dated on 20th July 2011.

Please let me know whether I need to apply for another police clearance since from which date they count 3 months.

You are absolutely right. However, I suggest you send what you have now to CIO with an explanation letter. Then be ready to issue new ones once CIO requests it. I believe that CIC/CIO are rational and would understand that such delays are beyond your control.

However CIO tells not to send in their guide and to hold it on till the visa office requests for it.

Send this PCC to CHC, you do not need to apply for new PCC. The 3 months count from your date of application received by CHC.  Assuming that you applied in July you are still with in 3 month window. Also since your PCC is dated 20 July 2011 it is another reason for CHC to consider it
